PEOPLE often think that the leader is identical with the authorities. As a result, the behavior of leaders themselves sometimes acted casually, but the assumption was completely wrong. Leaders held trust the people they lead. Automatically limited by the aspirations of freedom and responsibility to his people. He said: "Indeed, Allah orders you give mandate to the right (ie the position of responsibility to the people who can be trusted) ...." (Surah 4: 58). Democratic leaders are not obedient to the most votes. But, that obedience to God and listen to RosulNya and education that brought him to God and the people.
For that, leaders must know and understand well the problems and needs of his people. The most important thing again, the leader must be the best person (noble) and the most devoted among the nations. God says in the Qur'an, ". . . . Indeed, one of the most noble among you in God's eyes is the most pious person. . . . '(Surah 49: 13).

Actions that collectively can also be developed in terms of the congregation agreed to advance the nation, to build civil society, combating all forms of resistance and the deterioration of development.
